Can neurotechnology improve our brain?

Neurotechnology is responsible for products ranging from implantable anti-seizure hardware to deep-brain stimulators that reduce Parkinson’s disease tremors. But players are jumping into the field with hopes of developing technology that can increase cognitive function or decrease psychiatric disorders.

Will we be able to use it to stop smoking? Or overeating? Can I wire my brain so I no longer put off doing my taxes or will it help me to stop biting my nails?

How about making me want Coke instead of Pepsi? Hillary instead of Bernie?

And, who gets to make his or her brain better? The already-entitled elite?
